Give each suggestion an accountable response.
Six receipts remain six receipts, even when two submissions describe the same issue.

Two receipts, one operational issue
S102 and S105 both concern replacement locker labels. S105 links to S102, but its contributor still needs a response on their own receipt.
What the inbox measures
Coverage uses answered receipts ÷ six submissions. A link to an existing issue does not count as an answer, and an answer does not prove the improvement has been implemented.
Review the excerpt before assigning the issue.
Original submission and employee-visible wording have separate purposes.

Handling decisions
- Keep the source text restricted to authorised review.
- Approve a concise operational excerpt.
- Assign a named process owner and response date.
- Review the owner’s answer before releasing it.
Use the separate route for matters that need another procedure. This exercise contains ordinary operational suggestions.
Role boundary in the demonstration
Release the answer, then follow the change.
A receipt response and an implemented improvement are separate milestones.

A moderator-reviewed excerpt and an assigned owner are required.
Do not close a duplicate receipt silently
S105 is linked to S102. The shared issue remains the locker-label task, while S105 retains its own acknowledgement.
